The meeting, held at the Franklin Township Municipal Building, was called to order at 1:00 p.m. by Supervisor Jerry Arrison. The pledge of allegiance was recited by all in unison.

MOTION by Supervisor Sharrah, seconded by Supervisor Arrison, to appoint JR Crushong as temporary Chairman. Motion carried, 3-0.

MOTION by Supervisor Arrison, seconded by Supervisor Sharrah, to appoint Susan Plank as temporary Secretary. Motion carried, 3-0.

REORGANIZATION
MOTION by Supervisor Arrison, seconded by Supervisor Sharrah, to elect JR Crushong as Chairman of the Board. Motion carried, 3-0.

MOTION by Supervisor JR Crushong, seconded by Supervisor Arrison, to elect Ed Sharrah as Vice-Chairman of the Board. Motion carried, 3-0.

MOTION by Supervisor Sharrah, seconded by Supervisor Arrison, to appoint Susan Plank as Secretary/Treasurer, setting the wage at $13.90 per hour. Motion carried, 3-0.

MOTION by Supervisor Arrison, seconded by Supervisor Sharrah, to establish the Treasurer’s Bond at $1,000,000.00 at a cost of approximately $900.00. Motion carried, 3-0.

MOTION by Supervisor Crushong, seconded by Supervisor Arrison, to appoint Jeff Black as the Road Crew Foreman setting the wage at $18.79 per hour. Motion carried, 3-0.

MOTION by Supervisor Arrison, seconded by Supervisor Sharrah, to appoint Curtis MacBeth and Dale Byers as full-time road crew employees setting the wages at $16.61 and $16.31 per hour, respectively. Motion carried, 3-0.

MOTION by Supervisor Sharrah, seconded by Supervisor Arrison, to appoint Matthew Williams, Randy Pritt, and Dan Gebhart as part-time snow removal employees setting their wages at $15.00 per hour. Motion carried, 3-0.

MOTION by Supervisor Arrison, seconded by Supervisor Sharrah, to appoint Land & Sea Services – Scott Merryman – as the Code Enforcement Officer. Motion carried, 3-0.

MOTION by Supervisor Sharrah, seconded by Supervisor Arrison, to appoint Land & Sea Services – Wilbur Slothour – as the Zoning Officer. Motion carried, 3-0.

MOTION by Supervisor Arrison, seconded by Supervisor Sharrah, to appoint Walton V. Davis as the Township Solicitor. Motion carried, 3-0.

MOTION by Supervisor Sharrah, seconded by Supervisor Arrison, to appoint KPI Technology as the township’s engineering firm. Motion carried, 3-0.

MOTION by Supervisor Arrison, seconded by Supervisor Sharrah, to appoint Gil Picarelli as the Sewage Enforcement Officer. Motion carried, 3-0.

MOTION by Supervisor Arrison, seconded by Supervisor Sharrah, to appoint Dominic Picarelli and Leah Heine as the alternate Sewage Enforcement Officers. Motion carried, 3-0.

MOTION by Supervisor Sharrah, seconded by Supervisor Arrison, to appoint Judy Singley as Vacancy Board member. Motion carried 3-0.

MOTION by Supervisor Sharrah, seconded by Supervisor Arrison, to appoint James McDannell for another 4 year term (ends 12/2016), Pat Schindel for another 4 year term (ends 12/2018), and Gary Deardorff for another 4 year term (ends 12/2018) on the Franklin Township Planning Commission pending Planning Commission confirmation. Motion carried, 3-0.

MOTION by Supervisor Arrison, seconded by SupervisorSharrah, to appoint Williams Cohill for another 5 year term (ends 12/2019) on the Municipal Water Authority. Motion carried, 3-0.

MOTION by Supervisor Sharrah, seconded by Supervisor Arrison, to appoint Joel Riddlemoser for another 3 year term (ends 12/2017) on the Zoning Hearing Board. Motion carried, 3-0

MOTION by Supervisor Arrison, seconded by Supervisor Sharrah, to appoint Darrin Flake for a 5 year term (ends 12/2019) on the Municipal Sewer Authority. Motion carried 3-0.

MOTION by Supervisor Sharrah, seconded by Supervisor Arrison, to appoint Susan Plank as Open Records Officer. Motion carried, 3-0.

MOTION by Supervisor Arrison, seconded by Supervisor Sharrah to appoint Susan Plank as the Pension Plan Chief Administrative Officer. Motion carried, 3-0.

MOTION by Supervisor Arrison, seconded by Supervisor Sharrah, to appoint Ed Sharrah and Susan Plank as Representative and Alternative Representative, respectively, to the Board of Directors of the York Adams Tax Bureau. Motion carried, 3-0.

MOTION by Supervisor Sharrah, seconded by Supervisor Arrison to appoint Darrin Flake and Jerry Arrison as Representative and Alternative Representative, respectively, to the Adams County Tax Collection Committee. Motion carried, 3-0.

MOTION by Supervisor Arrison, seconded by Supervisor Sharrah, to appoint Jerry Arrison and Jeff Black as Representative and Alternate Representative, respectively, to the Adams County Council of Government. Motion carried, 3-0.

MOTION by Supervisor Sharrah, seconded by Supervisor Arrison, to establish PLGIT and Adams County National Bank as the depositories for Township funds. Motion carried, 3-0.

MOTION by Supervisor Sharrah, seconded by Supervisor Arrison to certify Jeff Black as PSATS State Convention Delegate and the Supervisor’s Voting Delegate will be appointed at the February 2015 BOS Meeting. Motion carried, 3-0.

MOTION by Supervisor Sharrah, seconded by Supervisor Crushong, to approve Land and Sea’s 2015 fee schedule. Motion carried, 3-0.

MOTION by Supervisor Arrison, seconded by Supervisor Sharrah, to approve KPI Technology’s 2015 fee schedule. Motion carried, 3-0.

MOTION by Supervisor Sharrah, seconded by Supervisor Arrison, to set the 2015 Board of Supervisors meetings for the first Thursday of each month at 7:00p.m. Motion carried, 3-0.

MOTION by Supervisor Arrison, seconded by Supervisor Sharrah, to establish the 2015 holidays observed for Township employees. Motion carried, 3-0.
There being no further business to conduct, the reorganizational meeting was adjourned at 1:15 p.m. and the regular meeting was immediately called to order.

REGULAR MEETING

APPROVAL OF MINUTES
MOTION by Supervisor Arrison, seconded by Supervisor Sharrah, to approve the minutes for the meeting held December 11, 2014. Motion carried, 3-0.

APPROVAL OF BILL LIST #11 and #12

MOTION by Supervisor Arrison, seconded by Supervisor Sharrah, to approve Bill List #11 General Fund Checks 32566-32624 totaling $88,443.45 and #12, General Fund checks 32625-32675 totaling $29,948.74. Motion carried, 3-0.

PRELIMINARY/FINAL PLAN – No subdivision or land development plans were presented to the Board

STORMWATER MANAGEMENT PLAN – No stormwater management plans were presented to the board.
REPORTS
There was no reports from Code Enforcement, Zoning, or Fire Companies due to the fact the Office Computer was not working properly. The reports will be in the office for review when received.

Supervisor Arrison read the road report for December 2014. Activities included received and mixed anti-skid for roads as needed for snow and icy conditions, cut b rush along township roads, took unit #12 to have engine problem checked, had to replace ICP and cam sensors on engine, had to replace 2 speed motor on unit #1, rear not shifting from low to high or slipping out of gear in rear axle, installed anti-skid spreader, rear lights, and snow plow on unit #14, replaced broken fitting on water tank on road saw and cut tile crossings on Church and New Roads for tile replacements, cold patched pot holes on township roads, Unit #8 to Stetler Dodge to has ABS and ESC system reprogrammed for recall notice, D and D door was in to repair cables on two shop doors and check all overhead doors, called phone company about broke off pole on Crooked Creek Road, road crew was in several times during the month to anti-skid roads, check spots on seal coated roads where seal coating is not sticking to the road, contacted company that did seal coating of roads and waiting on response, installed drain tiles on dirt section of Jack Road for dirt road project, replaced oil filters and belts on unit # 1 filters leaking oil and belts were wore, put 2 RC stone in holes on dirt roads.
OLD BUSINESS

Supervisor Sharrah motioned to approve the Gettysburg North-South Marathon event according to the event action plan and to have Susan Plank, Secretary send an approval letter.

MOTION by Supervisor Arrison and seconded by Supervisor Sharrah to approve the Gettysburg North-South Marathon event per the even action Plan and to have Susan Plank, Secretary to send a letter of approval. Motion Carried 3-0

Supervisor Arrison motioned to adopt the PSATS Unemployment Compensation Ordinance.

MOTION by Supervisor Arrison and seconded by Supervisor Sharrah to approve the adoption of the PSATS Unemployment Compensation Ordinance. Motion Carried 3-0

NEW BUSINESS

Gil Picarelli of KPI Technology informed the BOS that they have looked over the Moritz Bridge report and that their firm feels the report and cost on right on; however he would suggest to confirm that the cost is for one (1) bridge (Moritz) and that there be a cap on the cost of the bridge. He also feels that Franklin Township should have a say in the bidding process.

Supervisor Arrison motioned that the BOS table the MOM for the Moritz Bridge until further information is made available. He further motioned that Gil Picarelli of KPI Technology on behalf of Franklin Township follow up with the Hamiltonban’s Engineer with the question of cost, cap, and bidding process.

MOTION by Supervisor Crushong and seconded by Supervisor Sharrah to table the approval of the M.M.O. for the Moritz bridge project until further information is made available and to authorize Gil Picarelli of KPI Technology to contact Hamiltonban’s Engineer with questions regarding cost, cap, and bidding process. Motion carried 3-0

Gil Picarelli informed the BOS that the 90 day approval of the Zoning Ordinance will expire on February 3, 2015 which is before the next BOS meeting; therefore the Board needs to decide whether to hold a special meeting or hold another public meeting and then vote on the Ordinance.

MOTION by Supervisor Sharrah and seconded by Supervisor Arrison to hold another Public Hearing on February 5, 2015 at 6 pm for the Zoning Ordinance and to vote on the adoption of such Ordinance immediately after at the BOS February 5, 2015 meeting at 7 pm. Motion carried 3-0.

Solicitor Davis informed the Board that they would have to advertise the Public Meeting to be held on February 5, 2015 at 6 PM and that the Ordinance and Map should be made available at the Law Library and the Township Office.

MOTION by Supervisor Arrison and seconded by Supervisor Sharrah to advertise the Public Meeting on February 5, 2015 at 6 PM and that the Ordinance and Map should be made available at the Law Library and the Township Office. Motion carried 3-0.

Solicitor Davis informed the Board of Supervisors about the amending the Title of Article III of Chapter 126 of the Code of Ordinances – Definition of “Sewer System” in Section 126-15 of Article III of Chapter 126 and informed the Board that they would have to advertise this change and send a copy to PAWC and Mr. John Phillips.

MOTION BY Supervisor Arrison and seconded by Supervisor Sharrah to advertise amending the Title of Article III of Chapter 126 of the Code of Ordinances Definition of “Sewer System” in Section 126-15 of Article III of Chapter 126 and to send a copy of the amendment to PAWC and Mr. John Phillips. Motion carried 3-0.

GUESTS

A number of residents commented upon the Zoning Map change which accompanied the revised Zoning Ordinance text. A summary of comments that presents a sampling of the resident’s statements appears below, but is not intended to be a complete recitation of every comment given:

Ms. Amy Masenheimer questioned how the changes were determined. Gil Picarelli of KPI Technology answered by say he was determined on surrounding housing, sewer line, etc. Ms. Masenheimer also stated that the changes do not go by the County’s Comprehensive Plan which the Supervisors signed. Ms. Masenheimer was told that the Township signed the Comprehensive with the understanding that Franklin Township would not participate in the plan.

Deb Flickinger questioned if she wanted to pass her property to her children would the zoning then change. Supervisor Arrison and Gil Picarelli of KPI Technology informed her that it would not change. It would only change if she would give a piece of her land to them and created a new parcel.

Mr. Spinelli questioned the Stanley Wolf acreage that was being considered to change to residential. He wants his property and the surrounding area to stay agricultural.

Other concerns were what type of businesses would be coming to the area and how they would affect the water with their waste. Supervisor Crushong informed the residents that all businesses coming to the area have to go through DEP, Arm Corp., and SALDO.

The meeting, held at the Franklin Township Municipal Building, was called to order at 7:00 p.m. by Supervisor Henry Crushong, Jr. The pledge of allegiance was recited by all in unison.

APPROVAL OF MINUTES
MOTION by Supervisor Sharrah, seconded by Supervisor Arrison, to approve the minutes for the meeting held January 5, 2015. Motion carried, 3-0.

APPROVAL OF BILL LIST #1
MOTION by Supervisor Arrison, seconded by Supervisor Sharrah, to approve Bill List #1 General Fund Checks 32676-32737 totaling $69,628.65. Motion carried, 3-0.

PRELIMINARY/FINAL PLAN – No subdivision or land development plans were presented to the Board

STORMWATER MANAGEMENT PLAN – No stormwater management plans were presented to the board.
REPORTS

Supervisor Crushong read the Buchanan Valley Fire Department report. They responded to 21 calls in January. The 2014 run totals for Buchanan Valley Fire Department are as follows: 274 Responses, 63% of responses, 21 working fires, 41 total responders, staffing 6 per response.

Supervisor Crushong read the Cashtown Community Fire Department report. They responded to 12 Fire/Rescue Calls, 2 Fire Police Assist, and 9 Medical calls for a total of 23 calls for the month of January. Noted that the annual Oyster Feed will be held February 5th, 6th, and 7th. Shrimp feed will be held March 14, 2015.

Supervisor Sharrah read the Code Enforcement Officer’s report. There was two (2) cleared violations in January. Active violations include one (1) for Dangerous Structures, eight (8) for property maintenance, two (2) building maintenance, and four (4) for inoperable vehicles. Two (2) certified Letters have been sent and zero (0) citations have been issued, and two (2) Cleared Violations so far this

Supervisor Arrison read the road report for January 2015. Activities included anti-skidded an d plowed roads also plowed snow drifts numerous times during the month a nd put 1B stone on dirt roads as needed. Received 188.53 tons of salt and 830.09 tons of anti-skid in January for Township roads. Replaced stop sign, post and ground anchor at Bingaman and Green Ridge roads again due to being run down. Installed 3 ton limit sign at bridge on Jack/Moritz road. Replaced the battery unit #9 the Ford Ranger pickup. Replaced handle for plow lift on unit #5. Replaced stop sign, post and ground anchor at Hilltown and Flohrs Church roads due to being run down. Replaced windshield washer reservoir cap on unit#12. Replaced head light unit #2. Cut brush along roads in Butler Town ship. Salt cost for January was $11,920.72. Anti-skid cost for January was #11,803.88.

Gil Picarelli reported that the McLaughlin’s would like a U and O but their Stormwater project is not complete because of the weather. It was suggested that a financial security be obtained in the amount to concur with the cost to complete the Stormwater project before a U and O is issued.

MOTION by Supervisor Arrison and seconded by Supervisor Sharrah to have Gil Picarelli to talk to Wilbur Slouthour to have the Financial Security in place before issuing a U and O for the McLaughlin’s. Motion carried 3-0.

Gil Picarelli reported that Susan, Township Secretary received a Land Use Response Letter from the Pennsylvania Department of Transportation in reference to the bridge replacement on Fairview Fruit Road over the Marsh Creek that needed some questions answered by the Township Engineer.

MOTION by Supervisor Sharrah and seconded by Supervisor Arrison to have Gil Picarelli to participate in the questionnaire for the bridge replacement on Fairview Fruit Road over the Marsh Creek for the Pennsylvania Department of Transportation. Motion carried 3-0.

Gil Picarelli reported that Hamiltonban Township has no desire to complete any work on the Moritz Bridge repair themselves. Gil also reported that the cost is only for the Moritz Bridge repair and suggested that a new MMO be requested.
OLD BUSINESS

Appoint Supervisor Crushong as the PSATS voting Delegate at the PSATS Convention being held April 19th through the 22nd.

MOTION by Supervisor Sharrah and seconded by Supervisor Arrison to appoint Supervisors Crushong as the PSATS voting Delegate at the PSATS Convention being held April 19th through the 22nd. Motion Carried 3-0.

An Ordinance to amend the definition of “Sewer System” in Section 126-15 of Article III of Chapter of 126 of the Code of Ordinances to review the said definition to include only the sewage collection and treatment systems know at the Poplar Springs Community sand mound system and the Cashtown/McKnightstown sewage system as originally constructed; and repealing Sections 126-17 (connection to sewer system) and 126-18 (sewer rentals; collection).

MOTION by Supervisor Arrison and seconded by Supervisor Sharrah to approve the Office Zoning Ordinance of Franklin Township, Adams County, PA dated November 6, 2014. Motion carried 3-0.
NEW BUSINESS
Adopting a new fee schedule for the Administration of permits as required by the Franklin Township Code of Ordinances.

MOTION by Supervisor Sharrah and seconded by Supervisor Arrison to adopt a new fee schedule for the Administration of permits as required by the Franklin Township Code of Ordinances. Motion carried 3-0.
GUESTS

David Bolton,VP and Legislative Comm. Chair, Adams County Boroughs Association
PSAB Board of Directors attended to BOS meeting to talk about Industrial Hemp Cultivation and ask the BOS to pass a Resolution supporting the Industrial Hemp Cultivation.

MOTION by Supervisor Sharrah and seconded by Supervisor Arrison to table the adoption of the Hemp Resolution until the March meeting. Motion Carried 3-0.

Mr. Ingram suggested that Minutes and Agendas for both the Planning Commission and the Board of Supervisor meetings be published for the public to read prior the meetings.

Attorney Phillips suggested that the Board of Supervisors get the Agenda out and cleaned up.

Ms. Deb Flickinger suggested that a quarterly newsletter be published and distributed to nearby businesses. Ms. Flickinger, after the meeting, gave Susan Plank, Secretary a list of business she thought would be best to give the Newsletter to.

Mr. Steve McShane asked each Supervisor why the sweeping vote to the pass the Zoning Ordinance when the residents do not want the change. Supervisor Crushong said it was a good plan to fit growth, Supervisor Arrison said it was the proper thing to do. Supervisor Sharrah tried to explain his reasoning but was interrupted several times.

Dennis Robinson, Chairman of the Planning Commission informed the residents that the Commission meets every month at the same time and that no one showed up for the meetings. Mary Lower, Secretary for the Planning Commission informed the residents that the meetings were the 3rd Wednesday of every month at 7 PM.

Many residents commented that they would like to see more notices given for the meetings so that the residents are aware of what is going on in the Township.

Supervisor Arrison informed the residents that the Township is working on getting their Website updated and that when it is finished that the Township will have Meeting Minutes and Agendas on the Website. Supervisor Arrison also asked if anyone has pictures of the Township and want to have them on the Website to please let the Secretary know.

STORMWATER MANAGEMENT PLAN – No stormwater management plans were presented to the board.
REPORTS

Supervisor Crushong read the Buchanan Valley Fire Department report. They responded to 33 calls in February. Total responses year to date are 54. 11 members started their firefighter 1 training at BVFD. This class is nearly 150 hours long. 18 members completed their Certified SCBA Training via Buck Community College.

Supervisor Crushong read the Cashtown Community Fire Department report. They responded to 18 Fire/Rescue Calls, 1 Fire Police Assist, and 7 Medical calls for a total of 26 calls for the month of February.

Supervisor Sharrah read the Code Enforcement Officer’s report. There was zero (0) cleared violations in February. Active violations include one (1) for Dangerous Structures, eight (8) for property maintenance, two (2) building maintenance, and four (4) for inoperable vehicles. Two (2) certified Letters have been sent and zero (0) citations have been issued, and zero (0) Cleared Violations so far this this year.

Supervisor Sharrah read the Zoning Officer’s report for the month of March. There were a total of 10.5 zoning hours worked, total UCC hours of 4.5 and code enforcement hours of 13.5 for a total hours worked of 28.5. There were zero building permits issued for a total construction value of $00.00.

Supervisor Arrison read the road report for February 2015. Activities included road crew was in numerous times during the month for snow, ice, and drifting snow along township. Replaced 10 ton weight limit post and ground anchor stake on New 30 and Short Cut roads due to being run down. Filled some pot holes as weather and time permitted. Took unit #8 to Stetler Dodge to have issue checked with transmission. Took unit #3 to have center bolt replaced on rear axle and have tire balance checked. Replaced batteries unit #12 and #15. Met with resident and supervisors about problem with snow. Supervisor called crew member in to anti-skid behind fire hall during fair at Cashtown. Replaced spreader knobs unit #5. Picked up 2 skids of magnesium chloride to mix in anti-skid for snow removal. Received 91.51 tons salt at cost of $63.23 per ton. Received 467.77 tons anti-skid during the month at cost of $14.22 per ton. Put fuel additive in diesel tank due to inlet pipe freezing. Put 1B stone on dirt roads. Took unit #5 to have air leak repaired and state inspection done. Replaced chain on spreader on unit #3 and replaced chain guard.

Resolution 2015-02 – Industrial Hemp – March 12, 2015.

MOTION by Supervisor Arrison and seconded by Supervisor Sharrah to approve Resolution 2015-02 – Industrial Hemp, dated March 12, 2015. Motion carried 3-0.

Moritz Bridge repair agreement between Franklin and Hamiltonban Townships.

MOTION by Supervisor Arrison and seconded by Supervisor Sharrah to approve the Moritz Bridge agreement between Franklin and Hamiltonban Townships. Motion carried 3-0.

NEW BUSINESS

South Mountain Antique Engine Assn., Inc. has requested permission to hold an antique tractor drive starting and ending at the South Mountain Fairgrounds on May 9, 2015 from 9:00 am to 2:00 pm.

MOTION by Supervisor Sharrah, seconded by Supervisor Arrison to send letter approving antique tractor drive starting and ending at the South Mountain Fairgrounds. Motion carried, 3-0.

PAWC Sewer Plans for Sewer Line to connect Hamiltonban Sewer Plant to PAWC Sewer Plant on Route 30 in Franklin Township.

MOTION by Supervisor Sharrah and seconded by Supervisor Arrison to table approval of PAWC Sewer plans until KPI’s comments are addressed. Motion carried 3-0.

Resignation of EMA Coordinator Evan Hochberg effective March 11, 2015 due to job relocation.

MOTION by Supervisor Sharrah and seconded by Supervisor Arrison to accept Evan Hochberg’s resignation as EMA Coordinator effective March 11, 2015. Motion carried 3-0.

Resolution 2015-03 – Adams County 2015 Hazard Mitigation Plan.

MOTION by Supervisor Arrison and seconded by Supervisor Sharrah to approve Resolution 2015-03 – Adams County 2015 Hazard Mitigation Plan. Motion carried 3-0.

A number of residents commented upon the Sewer Line going down Flohrs Church, Sunset, and Orrtanna Roads. A summary of comments that presents a sampling of the resident’s statements appears below, but is not intended to be a complete recitation of every comment given:

Copy of Ordinance that the residents did not have to hook up to the Sewer was made available to residents who requested a copy.

Supervisor Arrison explained that Hamiltonban Sewer plant was no good and that the Sewer plant that Franklin Township had would need repairs down the road and that the current sewer residents would have to bear the cost of fixing the plant or all the residents would bear the cost with a tax increase and that is why the Township sold the plant.

Mr. Spinelli asked when the sewer line was approved. Supervisor Sharrah informed him that it started with the Municipal Authority and then the Board approved it. There was no financial benefit to the Township except that the Franklin Sewer would need repairs in the near future.

Ms. Malloy asked about emergency access to residents along Orrtanna Road if the line is going down the middle of the road. Supervisor Crushong informed Ms. Malloy that it is like any road project that they have to have access to the residents that are affected by the road repair or project.

Mr. Crockett questioned the tunneling under the road. It is up to PennDot where they will put the line. The Township does not have authorization on the Orrtanna Road portion of the project. They have to run down the center of Sunset and Flohrs because of the Church and Bog Turtles.

2.2 Miles Hamiltonban sewer to Flohrs Church/Route 30 connection. The connection would be less if it ran along the Railroad right away. If it was feasible for them to do it this way PAWC would have. The Railroad would have to give them the railroad. PAWC and DEP as to give the final approval.

Derek Hartzel commented that most people moving into the area do not want a septic they would rather have a public sewer.

Mr. Spinelli questioned when the quarterly newsletter would be published. Supervisor Sharrah told the residents that the Township was hoping by June to get this taken care of.

Mr. Spinelli questioned when the Website would be up and running. Susan informed the residents that the Website is up and running and has been updated.

Mr. Malloy informed the Board that Susan Youngblood book mentioned about a French Indian War block house along High Street somewhere and was wondering if we could research of where this is or was. He suggested that this could be an Elementary or Middle School project.

The meeting, held at the Franklin Township Municipal Building, was called to order at 7:00 p.m. by Supervisor Henry Crushong, Jr. The pledge of allegiance was recited by all in unison.

APPROVAL OF MINUTES
MOTION by Supervisor Sharrah, seconded by Supervisor Arrison, to approve the minutes for the meeting held March 12, 2015. Motion carried, 3-0.

APPROVAL OF BILL LIST #2
MOTION by Supervisor Arrison, seconded by Supervisor Sharrah, to approve Bill List #3 General Fund Checks 32790-32853 totaling $76,982.15. Motion carried, 3-0.

PRELIMINARY/FINAL PLAN – Motion by Supervisor Sharrah, seconded by Supervisor Arrison to approve the Elizabeth M. Irvin Estate Minor Sub-Division. Motion Carried, 3-0

Motion by Supervisor Sharrah, seconded by Supervisor Arrison to accept the 90 day extension for the Irene Brent Sub-Division.

STORMWATER MANAGEMENT PLAN – No stormwater management plans were presented to the board.
REPORTS

Supervisor Crushong read the Buchanan Valley Fire Department report. They responded to 31 calls in March. Total responses year to date are 85. 22 members completed Fire Department Ropes and Knots Training via Bucks Community College. 15 Members completed a 16 hour Training on Minimum Manpower Firefighting and Save Your Own. Members completed 524 Hours of Certified Training in March.
Supervisor Crushong read the Cashtown Community Fire Department report. They responded to 18 Fire/Rescue Calls, 3 Fire Police Assist, and 9 Medical calls for a total of 30 calls for the month of March. Cashtown Community Fire Department also sent a Thank You for the monetary contributions and the continued contribution of diesel fuel to the Department.

Supervisor Sharrah read the Code Enforcement Officer’s report. There was one (1) cleared violations in March. Active violations include zero (0) for Dangerous Structures, seven (7) for property maintenance, one (1) building maintenance, and four (4) for inoperable vehicles. Two (2) certified Letters have been sent and one (1) citations have been issued, and one (1) Cleared Violation so far this this year.

Supervisor Sharrah read the Zoning Officer’s report for the month of March. There were a total of 8.25 zoning hours worked, total UCC hours of 15.5 and code enforcement hours of 24 for a total hours worked of 47.75. There were one (1) building permit issued for a total construction value of $16,000.00.

Supervisor Arrison read the road report for March 2015. Activities included road crew and part time help were in numerous times during the month to plow and anti-skid due to snow and icy conditions on Township roads. Replaced steel and carbide cutting edges on Unit No. 3, 5, and 14. Received and mixed 224.69 tons of anti-skid during the month. Replaced rear tire on unit #12 due to side wall break. Received mower blades, bolts, nuts, and skid shoes for summer mowing along roads. Ordered set of replacement heated wipers for Unit No. 14, wire pulled from wiper blade. Repaired tire chains as needed. Cut brush for Hamiltonban Township. Received 314.80 tons of 2 RC stone for road repairs and tile installation. Foster Wineland to work on Unit No. 7 hydraulic leak at control valve. Replaced stop sign, post, and ground stake at Blue Ribbon Road due to being run down. Repair road name sign at Golf Course Road. Took Unit No. 5 to Stetler Body works to have checked and repair bed that would not come down. Cables for the bed were replaced. BFPE was in to do yearly check of fire extinguishers for Township, Took several extinguishers to do certification tests on them. Took Unit No. 14 for state inspection fuel and water leak. Took Supervisors to look at roads and see where road repairs were needed. Replaced wiper blades on Unit No. 2. Checked and repaired tile in McKnightstown where concrete tile at head wall rotted off. Installed 4’ of plastic tile inside of headwall and into concrete tile. Pressure washed trucks, plows, spreaders, and started to put them away for the summer. Two plows need some repairs before next winter. Pressure washed Unit No. 11 and remove boom mower and installed bypass hose so roads can be swept. Sent remove road hazard form with photos to property owner for shrubs, trees, and fence blocking view of traffic at stop sign. Completed driveway permit along Old Route 30. Put together prices of road repairs and materials to be put out for bid this year. The winter snow removal material cost for 2014-15 was $55,745.59. This is the cost of salt, anti-skid, and magnesium chloride that were mixed together for snow/ice removal on the paved roads.

It was noted that the Board of Supervisors are working on getting a replacement for the EMA Coordinator. In the meantime, T. J. Pritt will be replacing Evan Hochberg effective immediately.

Truck Purchase – Working on pricing for new truck to replace two (2) of the older trucks that are in bad condition.

MOTION by Supervisor Sharrah; seconded by Supervisor Arrison to proceed with getting pricing for a New Truck to replace two (2) of the older trucks that are in bad condition. Motion carried 3-0.

Advertising for Material Bids / Seal Coat Bids / Fuel Bids / Line Painting Bids for 2015.

MOTION by Supervisor Arrison; seconded by Supervisor Sharrah to advertise for Materials Bids, Seal Coat Bids, Fuel Bids, and Line Painting Bids for 2015. Motion carried 3-0.

Announcement was made that the Township will be looking into a new Solicitor as Walton Davis will be retiring effective 12-31-2015. It was noted that these are big shoes to fill.

Motion was made to appoint Jerry Arrison as Assistant Secretary in the event that Susan Plank is unable to be in the office, i.e.: vacation, sick, etc.

Supervisor Arrison informed the residents present that the COG Draft Meeting Minutes will be posted in the foyer for review.

Eric Bowmaster from Biglerville Fire Department was in to personally invite the Supervisors to a meeting the Biglerville will hold on Aril 16, 2015 at 7 PM to discuss the ALS that Biglerville will be providing to the residents of Franklin Township. This will be an information meeting and the company that they have contracted with will be on hand for questions.

Resident Karen Waddell commented on the horrible condition of Belmont Road and she asked when the road was going to be fixed. Supervisor Arrison and Crushong commented that the road was going to be fix temporarily this year. Resident Waddell noted that the road crew had been to Belmont Road and put Cold Patch in some of the pot holes, which are doing nothing for the condition of the road. She informed the BOS that the road crew was throwing some cold patch in the pot holes and this is a waste of material and time. Supervisor Crushong assured the residents that the BOS would look into how this is being done as this is not the way that Jeff was told to repair the potholes. Supervisor Arrison informed the residents that Belmont is on the list for next year for a major overhaul if all goes as planned. It was noted that the Roadmaster, Jeff Black, gives the recommendations for what roads are in need of repair and that this road was just put on the list as needing major repairs.
Resident Paul Styer informed the Board that what is being done at the present time to Belmont Road is not going to sustain the traffic that Belmont gets. Resident Waddell informed the Board that there is a lot of tractor trailer traffic and was asking about a tonnage sign which she said does not exist. Supervisors informed her that they would look into this and see that signs were put in place. The residents ask for a response back to the community as to what is going to be done and any future plans for Belmont Road.

Resident Riddlemoser informed the Board of Supervisors that there are old tires on Flohrs Church Road to be picked up that someone dumped there. Supervisor Sharrah also noted that there are tires on B & F Road also. Mr. Riddlemoser asked for a copy of the Thank You letter that Cashtown Fire Department gave to the BOS. His mother had given a donation in December and did not get a Thank You and he was certain that this would take care of it.
