Franklin Township Planning Commission
January 21, 2015

In attendance:
Dennis Robinson, Pat Schindel, JR Crushong, Gary Deardorff, Bicky Redman, Jim McDannell & Mary Lower
Also present: Dominic Picarelli from KPI Technology Inc.

The meeting was called to order by Dennis Robinson.

Election of Officers for the Year 2015:
MOTIONS were made nominating the following by acclamation:
Dennis Robinson as Chairman, Pat Schindel as Vice-Chairman, and Mary Lower as Secretary. Motion carried.

Approval of December 2014 Planning Commission Minutes
MOTION by Crushong, seconded by Deardorff to approve the December minutes. Motion carried.

Guests:
Irene D. Brent – Sketch Plan – 715 Belmont Road – Ag Zone
Subdivision of 1.294 +/- acres off of a 10.2 +/- acre tract. The remaining acreage would be added to the adjoining 19.9 +/- acre tract. They will have a 25’ panhandle. The township line goes through the 19.9 acre tract. We will need a waiver or letter from Cumberland Township for Franklin to do the review.

Elizabeth Irvin Estate – Preliminary/Final
Subdivision an existing 196.933 +/- acre parcel of land into three lots. Lots 4 (105.992 +/- acres) & Lot 5 (22.456 +/- acres) will be conveyed to an adjoining lot owner and the remainder is Lot 1 (68.485 +/- acres).
We have not received the Adams County comments which are needed for review. We briefly looked at some of KPI Technology’s comments.
One of the issues is the scale for the plan shall be no less than 1”=50”. The plan does not meet this criteria; however do the size of the plan the engineer is satisfied with the plan as it is shown.
We recommend to the Supervisors that they grant a waiver for the scale of the plan.

The Village of Laurel Run – Preliminary/Final
We have not received the Adams County comments which are needed for review. Bob Sharrah was present and gave us a brief presentation.
Potential issue is a traffic impact study may be needed for the plan. Mr. Sharrah noted that they do have a Traffic Impact Analysis which he will be able to provide to us for review before the next meeting.

Old Business:
Zoning Map – Reviewed the proposed new zoning map.
MOTION by Deardorff, seconded by Schindel to recommend to the Supervisors to approve the map with the following changes:
• The area shown as a proposed Industrial Zone near Sycamore Lane be left as Ag Zone and not changed to Industrial
• McKnightstown
o make the area in the V-section between Rt. 30 and Old Rt. 30 Village Overlay instead of Commercial
o the area south of Old Rt. 30 should be made Residential
o the area north of Rt. 30 (Concrete Jungle side) and the two tracts at the tip of the triangle should be made Village Overlay
Motion carried.

February 18, 2015

In attendance:

The meeting was called to order by Dennis Robinson at 7 pm.

Approval of January 2015 Planning Commission Minutes
MOTION by Redman, seconded by Deardorff to approve the January minutes. Motion carried.

Guests:
Dour Wetzel – Sketch Plan – 2450 Mummasburg Rd – Ag Zone
He owns 115 +/- acres and would like to put up a turkey barn in the middle of his tract. Building would approximately be 115’ long x 63’ wide. He needs to obtain the services of an engineer/surveyor to draw up a plan and obtain the proper permits needed for erosion and sediment control, etc.

Only issue is the following:
• The applicant shall record in the Recorder of Deeds Office of Adams County a memorandum that all parcels shall be considered as one single tract for the purposes of subdivision. (307.3)
MOTION by Redman, seconded by Deardorff to recommend conditional approval of the plan providing the issue regarding the memorandum shown above is resolved. Motion carried.

Elizabeth Irvin Estate – Non-building waiver
MOTION by Schindel, seconded by Redman to approve the waiver. Motion carried.

Irene D. Brent – Preliminary/Final Plan – 715 Belmont Road – Ag Zone
Subdivision of 1.294 +/- acres off of a 10.2 +/- acre tract. The remaining acreage would be added to the adjoining 19.9 +/- acre tract. They will have a 25’ panhandle. The township line goes through the 19.9 acre tract. We will need a waiver or letter from Cumberland Township for Franklin to do the review. Briefly looked over KPI’s comments but since we have not received Adams County’s comments we cannot take any action.
MOTION by Redman, seconded by Schindel to table the plan. Motion carried.

March 18, 2015

In attendance:

The meeting was called to order by Dennis Robinson at 7 pm.

Approval of February 2015 Planning Commission Minutes
MOTION by Redman, seconded by Deardorff to approve the February minutes. Motion carried.

Guests:
Robert Fitez – Sketch Plan – Near Orchard Road – Open Space
He owns approximately 7.5 acres on this tract – he would like to subdivide about 1 to 1.5 acres from the total. Recommended they do perc testing to see if it is a buildable site.

Irene D. Brent – 90-Day Extension – Preliminary/Final Plan – 715 Belmont Road – Ag Zone
Subdivision of 1.294 +/- acres off of a 10.2 +/- acre tract. The remaining acreage would be added to the adjoining 19.9 +/- acre tract. They will have a 25’ panhandle. The township line goes through the 19.9 acre tract. We reviewed the letter from Beyond All Boundaries, dated 3/10/2015 requesting a 90-day extension. This request is because the plan is required to undergo testing for a sewage replacement area. This is not feasible at this time because the ground is frozen due to the weather.
MOTION by Deardorff, seconded by Redman to recommend the Supervisors grant the 90-day extension. Motion carried.
MOTION by Deardorff, seconded by Redman to table the plan. Motion carried.

Village of Laurel Run – Phase IIB – Land Development plan – 6375 Chambersburg Road
We reviewed the letter from Sharrah Design Group Inc., date 3/12/2015 requesting a 90-day extension. They need more time to obtain a number of outside agency permits and approvals.
MOTION by Deardorff, seconded by Redman to recommend the Supervisors grant the 90-day extension. Motion carried.
MOTION by Deardorff, seconded by Redman to table the plan. Motion carried.

New Business
There were several residents present to discuss the new zoning changes along the Orrtanna Road. They were interested in appealing the recent zoning changes in the township. In particular several tracts that were changed from Ag to Residential zoning. There were questions and concerns raised about the changes. After a lengthy discussion, the concession from the planning commission was to keep the zoning changes that were recently approved by the Supervisors as it is and not make any additional revisions.
MOTION by Robinson, seconded by Deardorff to recommend to the Supervisors that they keep the new zoning changes. Motion carried.

April 15, 2015

The meeting was called to order by Dennis Robinson at 7 pm.

Approval of March 2015 Planning Commission Minutes
MOTION by Deardorff, seconded by McDannell to approve the March minutes. Motion carried.

Guests:
Denny White – Sketch Plan – US Rt. 30 – Commercial Zone
Mr. White, Steve Whiteman & Mark Walde are considering a storage unit project on a lot near Rt. 30 (same lot as Dollar General was interested in previously).
There was discussion about setbacks, stormwater, etc.
We advised them to first obtain the services of an engineer. They will need a special exception for the use.

Ann DiMarco – Preliminary/Final Plan – Chambersburg Road – Open Space Zone
Subdivision of a 2.5725 +/- acre parcel (Parcel A) from an existing 29.5725 +/- lot (Lot 1). Parcel A will then be combined with Tract 3, Parcels 1 & 2 to form Lot 5 (8.1707 +/- total acres). Lot 5 will host the existing communication tower and the associated 10,000 sq. ft. leased area.
We have not received the Adams County comments which are needed for review. We briefly looked at some of KPI Technology’s comments dated 3/26/2015. The SALDO is missing some information and there are a few minor issues with the plan. It does appear the developer used the previous zoning ordinance in the plan preparation and they will need to obtain the current zoning ordinance. More specifically the section regarding Open Space.
